Poll Finds Wariness About Cutting Entitlements

Yet their preference for spending cuts, even in programs that benefit them, dissolves when they are presented with specific options related to Medicare and Social Security, the programs that directly touch the most people and also are the biggest drivers of the government?s projected long-term debt.

Nearly two-thirds of Americans choose higher payroll taxes for Medicare and Social Security over reduced benefits in either program. And asked to choose among cuts to Medicare, Social Security or the nation?s third-largest spending program ? the military ? a majority by a large margin said cut the Pentagon.

While Americans are near-unanimous in calling deficits a problem ? a ?very serious? problem, say 7 out of 10 ? a majority believes it should not be necessary for them to pay higher taxes to bridge the shortfall between what the government spends and what it takes in. But given a choice of often-discussed revenue options, they preferred a national sales tax or a limit in the deduction for mortgage interest to a higher gasoline tax or taxing employer-provided health benefits.

Americans? sometimes contradictory impulses on spending and taxes suggest the political crosscurrents facing both parties as they gird for debate over how to address the fiscal woes of a nation with an aging population, a complex tax system and an accumulated debt that is starting to weigh on the economy.

On Thursday, a large group of House conservatives called for cutting $2.5 trillion in mostly unspecified spending over the next decade and House Republican leaders have vowed to make spending cuts a priority in coming months after winning a majority on that promise in November?s midterm elections. President Obama is expected to make fiscal responsibility a central theme of his State of the Union address on Tuesday night, and of the budget he will send Congress next month for the 2012 fiscal year, which starts Oct. 1.

The antitax sentiment reflected in the poll is in line with Republicans? mantra that spending, not taxes, is the problem for the federal budget. Yet that assessment contradicts the conclusions of several bipartisan and academic panels that proposed debt-reduction plans over the past year.

Those groups ? including, in November, a bipartisan majority of Mr. Obama?s fiscal commission ? each concluded that the growth in the nation?s debt could not be reined in with spending cuts alone. They said the required reductions, including for Medicare and Social Security, would be deeper than anything the public would accept.

The poll of 1,036 adults nationwide, which has a margin of sampling error of plus or minus three percentage points, was conducted Jan. 15 through 19 ? in the days after Mr. Obama gave a widely praised address at a Tucson memorial service for those killed in the shooting rampage that wounded Representative Gabrielle Giffords, Democrat of Arizona. Nearly two-thirds of Americans approve of his response to the shooting, the poll showed; 11 percent disapprove.

National tragedies or crises often have a rallying-around effect that buoys a president?s public image. The poll, like others recently, shows Mr. Obama with a slightly improved approval rating. Nearly half of Americans, 49 percent, approve of his job performance, compared with 39 percent who do not.

The public also gives Mr. Obama the benefit of the doubt as he and Republicans adjust to their new power-sharing relationship. After a productive lame-duck session of Congress late last year, in which Mr. Obama won a number of concessions from Republicans in return for extending the Bush-era tax cuts on high incomes, the poll showed that nearly eight out of 10 Americans believe Mr. Obama will try to work with Republicans to get things done ? including 77 percent of independents and 57 percent of Republicans. Less than half of all respondents ? 46 percent ? said Republicans will try to work with Mr. Obama.

The president holds no advantage over Republicans, however, on addressing the deficit and job creation. Americans split on whom they trust more to make the right decisions on both issues. The poll holds other warning signs for the president. With the unemployment rate remaining above 9 percent, majorities disapprove of his handling of the economy (52 percent), job creation (54 percent) and the deficit (56 percent).

Fewer people than ever think Mr. Obama has the same priorities for the country as they do: 52 percent say he does not share their priorities, down from 65 percent who said he did when Mr. Obama first took office.

Representative John A. Boehner, a Republican of Ohio who is the new House speaker, is relatively unknown to the national public; the roughly one-quarter who have an opinion of him are split between those with negative and positive views.

A far-better-known Republican, Sarah Palin, also is far more disliked. She is viewed unfavorably by 57 percent of the public, including a majority of independents ? her highest negative rating ever in Times/CBS polls.

In a week that saw House Republicans vote to repeal Mr. Obama?s signature domestic achievement, the law overhauling the health care system, nearly half of Americans said the law should stand. About four in 10 people support repeal, but many say they want to undo only parts of the law.

Asked what Congress should focus on, 43 percent of Americans say job creation; health care is a distant second, cited by 18 percent, followed by deficit reduction, war and illegal immigration.

If Medicare benefits have to be reduced, the most popular option is raising premiums on affluent beneficiaries. Similarly, if Social Security benefits must be changed to make the program more financially sound, a broad majority prefers the burden fall on the wealthy. Even most wealthy Americans agree.

As budget woes force a national debate over the country?s domestic priorities, preserving money for education ranks at the top for most Americans.

The poll showed that the Arizona shootings had not changed Americans? general opposition to banning handguns. However, more than six in 10 favor a nationwide ban on assault weapons and on the kind of high-capacity magazine used in Tucson.

The Healing Power of Light

A new polymer material that can repeatedly heal itself at room temperature when exposed to ultraviolet light presents the tantalizing possibility of products that can repair themselves when damaged. Possibilities include self-healing medical implants, cars, or even airplane parts.

The polymer, created by researchers at Carnegie Mellon University and Kyushu University, heals when a crack in the material is pressed together and exposed to UV light. The same treatment can cause separate chunks of the material to fuse together to form one solid piece.

The researchers were able to cut the same block into pieces and put them back together at least five times. With further refinement, the material could mend itself many more times, says CMU chemistry professor Krzysztof Matyjaszewski, who led the research team.

Currently, the polymer can only repair itself in an oxygen-free environment, so the researchers had to carry out the UV treatment in the presence of pure nitrogen. But they hope to develop polymers that heal under visible light and don't require nitrogen, which should open up many practical applications, including products and components that heal after suffering minor damage. Such a material, Matyjaszewski says, "would be a dramatic improvement over what we've already done."

Self-healing materials have been made before, mainly polymers and composites. But most of those have relied on tiny capsules that are filled with a healing agent. When the polymer cracks, the capsules break open and release the healing agent, which becomes polymer solid and seals the crack and restores the material's properties. But once the capsules are depleted, the material can no longer mend itself.

The new polymer relies on carbon-sulfur bonds within the material. "There are thousands of chemical bonds here, and even if you lose a small percent, one can think about potentially repeating the healing a hundred times," Matyjaszewski says.

The researchers found that even shredded bits of the polymer will join together to form a continuous piece when irradiated with UV light. This implies that the material could also be easy to recycle. The researchers presented the details of their experiments in a paper published online in Angewandte Chemie.

Some research groups, including Matyjaszewski's, have made polymers that heal when exposed to heat or certain chemicals. But Michael Kessler, a materials science and engineering professor at Iowa State University, says light healing is a superior option. "I think that UV stimulus is particularly appealing as an external stimulus because it's noncontact, it happens at room temperature, it's pretty easy to acquire and handle, and, importantly, it's limited to target areas where the damage occurs," Kessler says.

Kessler adds, however, that the new material suffers from two of the main drawbacks faced by other self-healing materials: it requires pressure, and the repair process takes hours.

Nonetheless, some self-healing materials are on their way to commercialization. Autonomic Materials in Champaign, Illinois, is readying corrosion- and scratch-resistant coatings containing microcapsules developed by Scott White, a professor at the Beckman Institute at the University of Illinois at Urbana-Champaign.

White's colleague Nancy Sottos  has made materials that mimic human skin and that heal themselves using underlying channels filled with healing agents. Sottos envisions the materials being used for structural applications such as airplane parts, car and spacecraft components, and for everyday products such as cell-phone and laptop cases.

UV-triggered healing won't be suitable for all applications, says Sottos. That's because the restructuring of carbon-sulfur bonds that allows the material to heal also requires that material to be rubbery and soft.

"You can make materials that are harder or softer," says Matyjaszewski. "Every self-healing material is somehow unique and has advantages over the other ones. It depends on the properties and area of application."

Google Earth provides recent imaging of many countries around the world, allowing its users to search and find important landmarks in different locations. It is thought that gangs are using the tool to mark which churches are worth targeting by scouring Google?s mapping service, locating church buildings and then using the tools zoom functions to work out if the building would provide the metals they seek.

Gangs are also targeting live power lines used by railways to power trains, Google Earth cannot be used to the plan in as much detail but it can still provide an adequate amount of detail to plan attacks on railway tracks also.

Obama Picks G.E. Chief for Board as Focus Turns to Jobs

Mr. Immelt will be chairman of the new Council on Jobs and Competitiveness that Mr. Obama intends to create by executive order. In a statement issued shortly after midnight, Mr. Obama said he wanted the council to ?focus its work on finding new ways to encourage the private sector to hire and invest in American competitiveness.?

The council will be a reconfigured version of the board Mr. Volcker led, the President?s Economic Recovery Advisory Board. That body, created by Mr. Obama when he took office in the thick of the worst economic crisis since the Great Depression, is set to expire on Feb. 6.

Asked about his new role during a conference call on G.E.?s earnings, Mr. Immelt said the advisory position would give him a chance to contribute to issues in the broader economy, with a focus on competitiveness and jobs. ?I am honored to serve,? he said.

Mr. Immelt said that his commitment to G.E. would not change. ?This is my passion,? he said of G.E. ?I am committed. I am a hard worker. I am focused on the company.?

The changes in the panel signal what the White House describes as ?a new phase of our recovery,? a shift from crisis to job creation. They come as Mr. Obama has been working to repair his frayed relations with the business community. Mr. Immelt, who was a member of the original board, has often been by the president?s side in recent months, as Mr. Obama has sought to spotlight his efforts on behalf of American companies overseas.

He was with Mr. Obama when the president traveled to India in November. During a stop in Mumbai, the White House announced a string of business deals between India and American companies, including a $750 million order from India?s Reliance Power for steam turbines manufactured by General Electric.

And Mr. Immelt was with the president again this week during the visit of President Hu Jintao of China, taking part in a meeting Mr. Obama convened with business leaders and Mr. Hu and attending the state dinner in Mr. Hu?s honor on Wednesday.

?Jeff Immelt?s experience at G.E. and his understanding of the vital role the private sector plays in creating jobs and making America competitive makes him up to the challenge of leading this new council,? Mr. Obama said.

Schenectady, where the president will make the formal announcement of his appointment, is the birthplace of General Electric and remains home to G.E.?s largest energy division. The steam turbines bought by Reliance Power will be built there. The company reported early on Friday that it had earned $4.5 billion in the fourth quarter of 2010 and $11.6 billion for the full year, exceeding Wall Street analysts? expectations.

Mr. Immelt mentioned his impending appointment in an opinion article published in The Washington Post on Friday. ?The president and I are committed to a candid and full dialogue among business, labor and government to help ensure that the United States has the most competitive and innovative economy in the world,? he said in the article. ?My hope is that the council will be a sounding board for ideas and a catalyst for action on jobs and competitiveness. It will include small and large businesses, labor, economists and government.?

It was well known in Washington that Mr. Volcker, 83, had sometimes been frustrated in his role as an outside adviser to the president. In the statement, Mr. Obama thanked Mr. Volcker for his service and pledged to continue to call on the former Fed chairman for advice, saying, ?He will always be a member of my team.?

During Mr. Volcker?s time as head of the previous panel, the former Fed chairman met periodically with Mr. Obama and had something of a lukewarm relationship with the administration, which mostly obtained its economic guidance from Timothy F. Geithner, the Treasury secretary, and Lawrence H. Summers, director of the National Economic Council.

Mr. Volcker, however, became well known for crafting a measure that restricts the ability of banks whose deposits are federally insured from trading for their own proprietary accounts. Mr. Obama proposed what became known as the Volcker rule in January 2010 as part of a broader financial regulatory reform effort, though the measure has been fiercely opposed by some banks and Wall Street firms.

Mr. Obama?s statement called Mr. Volcker ?one of the wisest economic minds? in the country, and someone who has ?fought for policies that help American families and strengthen our economy.?

Mr. Immelt?s appointment comes as Mr. Obama has increasingly turned to people with close ties to the business sector for counsel in the wake of the setbacks of the midterm elections, something highlighted by the appointment of William M. Daley, the former Commerce secretary and senior executive at JPMorgan Chase, as the president?s chief of staff.

Digital Storm has launched a new desktop offering that utilizes a vertical design with improved cooling and a smaller footprint. The Enix rotates its mATX motherboard 90-degrees from the norm, so the "rear" I/O panel is situated on top of the chassis. This orientation takes advantage of heat's natural tendency to rise, and we've seen a similar layout in cases such as Silverstone's Raven 2 Evolution.

The Enix is available in four adjustable configurations with pricing starting at $1,132, which gets you a dual-core 3.10GHz Core i3-2100 Sandy Bridge processor, Asus' P8P67-M motherboard, 4GB of DDR3 1600MHz RAM, an Nvidia GeForce GT 220 1GB, a 1TB Hitachi or Seagate-branded HDD, a DVD burner, a 750W "Digital Storm Certified" PSU, and a free factory CPU overclock of up to 3.9GHz.

It?s too easy to use the word ?impressive? to describe some of the new releases hitting the App Store lately; the word is starting to lose meaning and isn?t that useful to start with. We?re talking about games running on a mobile phone ? all they have to do is be even semi-playable and they end up way ahead of expectations.

Dead Space for the iPhone, however, looks very impressive.

The kudos here doesn?t stem just from the graphical detail that?s been ploughed into the game though, but more from the depth of the gameplay. Dead Space on the iPhone is essentially that ? Dead Space for the iPhone, feature complete. It has the same third person perspective, the same sprawling and haunting levels and the same focus on dismembering enemies. Lopping limbs off with your array of mining tools and scavenged weapons is a little bit trickier on a touch screen than on consoles or PC, but it?s still manageable and fun.


Dead Space?s first level didn?t leave a great impression, however. Once more cast as engineer Issac Clarke, the preview opened with a glorified mine cart sequence, with us trying to stop Necromorphs from swarming us. There was only a limited amount of movement and the entire thing felt very ?on rails?, thus negating the glory of the graphics. It was all too easy to yawn through the battles and assume that the entire game would be made of similar sequences.

After the shaky start, however, things quickly improved. The next level drops Isaac into a familiar-looking space station lobby and lets him roam freely. Workbenches and vending machines offer the chance to upgrade weapons and armour, build new weapons and buy extra ammo, just like in the original game. Even the holographic displays that wowed us so much in the original, PC release make a return too and, while we didn?t get a chance to see them first hand, the developers assured us that the zero-gravity sequences would make a return as well.


What?s most amazing about all this, however, is that Dead Space brings all this variety across to the iPhone without losing any of the accessibility. The controls in Dead Space are, with only a few minor exceptions (shooting the special Kinesis power can take some getting used to), so fluid and easy to use that they put other shooters on the iPhone to shame.

Our only concern, in fact, is whether or not the idea of playing Dead Space on our mobile phones is one we?ll actually find all that attractive in real life, as lengthy singleplayer games aren?t an easy fit with the platform. This isn?t the type of thing we can imagine ourselves dropping in to and playing for the 10 minutes it takes for the bus to turn up. Then again, if this iPhone version ? which will apparently help bridge the gap between the original Dead Space and the sequel due in early 2011 ? manages to be as gripping as the first game, then we might make an exception.

Dead Space is being developed by Electronic Arts and will be released for all iDevices in Q1 2011

Can Corsair Succeed Where Nvidia failed?

Anyone remember ESA? Nvidia's attempt at making the PC platform its own with the 'Enthusiast Systems Architecture' software? The idea was to get other manufacturers to include little chips in their hardware that enabled them to talk to Nvidia's motherboards. Nvidia's ESA software would then report all the readouts: voltages, temperatures, speeds and so in a single, central interface.

The problem? Other companies (mostly motherboard makers) already had their own software, and they were (and still are) key features with which to differentiate and sell their products. They already did most of the same tasks, such as temperature and voltage monitoring, as well as overclocking, even if they lacked the fancy 3D interface.

Despite its noble ideals, ESA was never really accepted and it died as quickly as it arrived.

Roll on three years and Corsair is trying the same trick with its new Corsair Link software. The difference is that Corsair isn't trying to drum up support from other companies, as it already builds many different products. Instead, Corsair Link is the company's selling point for its own hardware range, which has considerably diversified in the last 12 months.

In case you didn't realise quite the scope of Corsair's products, it now makes speakers, headphones, PSUs, PC cases, heatsinks (both air-cooling and closed-loop water-cooling), SSDs, flash drives and memory. In fact, you would only need a Corsair graphics card, sound card and motherboard in order to make an entirely Corsair PC. I bet its Pokemon set was unbeatable in school.


As you would expect, all those components can throw out a lot of useful stats for enthusiasts who like to know (okay, often obsess about) what's going on, so tying all that together under one software roof makes Corsair Link a potentially very powerful tool.

It could well work too, because the technology isn't competing with that of other companies - cases, PSUs and memory don't come with monitoring software, although they can be read remotely by the motherboard through its own software.

However, the ways in which Corsair Link differs from the software included with motherboards remains to be seen: does the company have (or plan to have) ESA-style monitoring chips in its cases, PSUs and memory? We'll have to wait and see.

Corsair is busy making a platform for itself, and given its brand strength I can really see it working. But I'm worried; will this help kill competition by pushing the PC more towards being a closed platform?

It's unfortunate that Nvidia's ESA wasn't taken up, as it potentially offered an open standard across the industry to give a greater level of monitoring and control for customers, no matter what hardware you bought. However, with every company wanting to stamp its own brand, design and influence on everything it makes, it was bound to fail. Corsair trying to entice you to buy other Corsair components via technological treats is a different matter, though.

We see this time and time again here at TNW. We?ll get a great pitch for a website or web app, the developer will be so excited for us to see their demo video, but the video sucks. There are two general problems with videos, and some other specific ones as well. Demo Duck seems to be an inexpensive, quality option for solving all of these.
