If White House town hall meetings via Twitter and Facebook weren?t proof enough that we?re moving well into the Gov 2.0 era here in the US, then this might help sway your opinion. The Department of Homeland Security, seeing massively clogged telephone connections on the East cosat following a Virginia earthquake, is encouraging the use of social media to contact friends and family.

It?s also interesting to note that the DHS didn?t wait to put a release out on typical news channels, but instead chose to use its official Twitter account to move the suggestion around faster than it might have otherwise spread.

While we still don?t see widespread adoption of social media from nearly as many government agencies as we?d like, it seems that Homeland Security has gotten the hint that there?s no faster way to spread the word of something than to use social media channels.

The DHS has seen its share of unhappy citizens since its formation in 2002. By poking its hands into everything from computer piracy to proposed Internet kill switches, the department hasn?t earned many friends. Fortunately, this time, the advice is sound and no Rickrolls were involved.

U.S. Issues New Deportation Policy?s First Reprieves

With the news early Thursday that federal immigration authorities had canceled his deportation, Mr. Guerra became one of the first illegal immigrants in the country to see results from a policy the Obama administration unveiled in Washington that day. It could lead to the suspension in coming months of deportation proceedings against tens of thousands of immigrants.

Administration officials and immigrant advocates said Monday that the plan offered the first real possibility since President Obama took office ? promising immigrants and Latinos he would overhaul the law to bring illegal immigrants into the system ? for large numbers of those immigrants to be spared from detention and deportation.

For Mr. Guerra, who said he wants to remain in the United States to study to become a Roman Catholic priest, the news ?was like something from above, from heaven. I don?t want to go back to Mexico,? he said, ?and I?ve been fighting this for five years.?

A working group from the Homeland Security and Justice Departments met Friday to initiate a review of about 300,000 deportation cases currently before the immigration courts. Under the policy, immigration authorities will use powers of prosecutorial discretion in existing law to suspend the deportations of most immigrants who, although they have committed immigration violations (which generally are civil offenses), have not been convicted of crimes.

In particular, officials will look to halt deportations of longtime residents with clean police records who came here illegally when they were children, or are close family of military service members, or are parents or spouses of American citizens.

?This is a great first step,? said Hector E. Sanchez, a Hispanic labor leader who oversees immigration policy for the National Hispanic Leadership Agenda, a coalition of the country?s major Latino groups. ?We really need to see action on a common-sense approach to immigration and not just promises.?

Mr. Obama had been facing increasingly vocal protests from disappointed Latino and immigrant groups after he made no progress in Congress on his immigration overhaul agenda, and enforcement authorities set a modern record for deportations, with nearly 800,000 foreigners removed in the past two years.

Homeland Security officials said Monday that their goal is to quickly identify noncriminals on swollen immigration court dockets and close those cases, clearing the way for speedier removals of gang members, drug traffickers or foreigners who repeatedly return after being deported. Wait times for a hearing in immigration courts can now be as long as 18 months.

A senior Homeland Security official said that deportations would be canceled case by case. While many immigrants in those cases will be eligible for work permits, he said, employment authorization will come only after a separate process.

The immigrants will remain in a sort of legal limbo, not vulnerable to deportation but with no positive immigration status, which can be conferred only by Congress.

But White House officials and Congressional Democrats said they expected the measures would lead to relief during the coming year for virtually all young illegal immigrants facing deportation who might have won legal status under a bill called the Dream Act. A proposal to benefit illegal immigrant high school graduates who came to the country before they were 16, it failed in the Senate last year.

Mr. Guerra, now 27 and living in Indiantown, Fla., is one of those immigrants. He said he came to this country to escape a violent gang in Mexico. His lawyer, Richard A. Hujber, said Mr. Guerra?s efforts to straighten out his legal status went wrong because they were originally mishandled by an accountant claiming falsely to be a lawyer.

In recent years, even though he was undocumented, Mr. Guerra has been a Florida leader of the illegal immigrant student movement, helping to organize a protest walk by four students to Washington and a mock university held by students wearing mortarboards on Capitol Hill.

?That was so big to me, all these students organizing a school so we could go without our papers,? Mr. Guerra said. If he can obtain a work permit, he and Mr. Hujber said, he could be legally eligible for the first time to apply for financial aid that would allow him to continue his religious studies.

The administration?s announcement also had an immediate impact on a case in Denver, where an immigration judge on Friday postponed the deportation of Sujey Pando, a lesbian from Mexico legally married in Iowa to an American from Colorado, Violeta Pando. Although federal law does not recognize same-sex marriages, administration officials said they would consider same-sex spouses as ?family? in their review of deportation cases.

The judge, Mimi Tsankov, cited the flux in laws and policies affecting same-sex cases in delaying a decision on Sujey Pando?s deportation at least until January, said Lavi Soloway, a lawyer for the couple.

Some Latino Democrats who have been deeply critical of Mr. Obama on immigration issues praised the policy shift.

?This is the Barack Obama I have been waiting for, that Latino and immigrant voters helped put in office to fight for sensible immigration policies,? said Representative Luis V. Gutierrez of Illinois, a Latino leader on immigration issues who has been arrested twice in protests in front of the White House.

However, the announcement appeared to signal an end to efforts by the White House to court some of its Republican opponents, with administration officials acknowledging those efforts have failed and there is little chance for broad immigration legislation to pass before elections next year.

Republican leaders reacted to Mr. Obama?s new policy by stepping up their rejection of his approach. Representative Peter T. King of New York, chairman of the Homeland Security Committee in the House, said the president was making ?a blatant attempt to grant amnesty to potentially millions of illegal aliens in this country,? which he called ?totally unacceptable.?

Times Internet launched the online music portal Gaana.com in June this year and has since racked up a total of 1.4 million unique visitors to the website. It has a huge catalog of both Indian and non-Indian songs and a full-featured Flash-based Web interface that packs in a multitude of music playback, sharing, and song discovery features.

The website allows users to search for any album, artist, or song and start streaming within seconds. The interface is really well done and presents all the features in an attractive and intuitive way. Songs can be browsed by genres, artists, albums, or user-created playlists, and the lists of new releases and most popular songs bring you the music that is currently in vogue.

The website also recommends other songs you may like based on the one you are currently listening to. Users can rate, like, and comment on songs, add them to playlists, and share them with friends via Facebook, Twitter, or email. You also get options to auto-post to your social networking accounts when you do pretty much anything on the site, but we?d suggest you make use of those features judiciously.

What really steals the show, however, is the website?s newly launched iPad app. Designed entirely in HTML5 to get around the device?s lack of support for Flash, the iPad version of the app is just as full-featured as its desktop counterpart and works like a charm on the iPad?s 10-inch screen. It also features support for Safari?s background audio feature, enabling you to hit Play on a playlist and go back to whatever you were doing, as the music continues to play in the background.

Gaana.com has several competitors in the Indian music streaming space, with MusicIndiaOnline and Raaga being two of the more popular contenders for the crown, but none of them are as slick, both on the desktop and on iOS-based devices, as the youngest entrant to the arena.

Free for anyone in the world to use, Gaana.com is one of the best ways to legally stream both Bollywood and regional music for free and we can?t wait to see it add support for more devices and increase the size of its catalog even further.

BBC Worldwide, the commercial arm of the BBC, has announced details of a new video-on-demand (VOD) Top Gear Facebook application, which allows users to watch full-length episodes from within Facebook.

The global broadcaster has teamed up with Softwind Studio, a London-based social media studio that specializes in creating interactive social apps, to launch the app which requires users to pay with Facebook credits to rent the clips.

First up, you have to ?Like? the Top Gear Facebook page, and then you?re given the option of using Facebook credits to gain access to videos which will be available to watch for a 48-hour period within Facebook.

Francis Rodino, CEO and founder of Softwind Studio, said:

?Softwind Studio is one of the first studios to develop on the Facebook credits platform, opening up new revenue streams for brands by providing new ways of monetising video content while driving traffic, fan acquisition and brand awareness through content sharing. We are very excited to be working with the Top Gear brand which has such a loyal and enthusiastic following, fully utilising the power and revenue opportunities of the social web to return investment on social media.?

Top Gear is an international phenomenon, broadcast to over 350m viewers across more than 100 countries. Just now, there are three episodes available ? the Polar Special and the US and Vietnam Road Trips, but with the launch of the Global version of iPlayer last month, it will be interesting to see whether fans of the show will choose Facebook as a viewing platform, subscribe to iPlayer or choose both.

Facebook Credits are a form of virtual currency that allow users to buy virtual gifts, games and to unlock items within Facebook applications, one of the most well-known examples being Farmville. Credits can be bought using a credit card, PayPal or a mobile phone, among other payment methods.

We also reported last month that Doctor Who ? which is BBC Worldwide?s biggest selling TV show across the globe ? was being broadcast on Facebook, and it?s clear that the company is seeking as many avenues as possible to capitalize on its hottest programmes.

In 2009, BBC Worldwide exceeded revenues of £1bn for the first time, and topped this figure over the following twelve months.

News Analysis: For Obama, a Moment to Savor, if Briefly

Now that the rebels have seized most of Tripoli and driven Col. Muammar el-Qaddafi into hiding, Mr. Obama claimed a victory for his much-doubted strategy. But that victory is tinged by the same uncertainties that made the president so wary of getting involved in the first place.

With Colonel Qaddafi?s loyalists still fighting in pockets, the United States and its allies are confronting a chaotic, potentially treacherous transition. They must help Libya?s new rulers ? people they did not know six months ago ? set up a functioning, credible government in a country divided by tribal conflicts and a dearth of state institutions.

Mr. Obama acknowledged those hurdles, interrupting his vacation here to praise the rebel advances, even as the fighting continued and the whereabouts of Colonel Qaddafi remained a mystery.

?Your courage and character have been unbreakable in the face of a tyrant,? the president said in a somber seven-minute address. He urged the Libyan Transitional National Council, which the United States recently recognized as the country?s legitimate government, to pursue a peaceful, inclusive transition to democracy.

?True justice will not come from reprisals and violence,? Mr. Obama said. ?It will come from reconciliation and a Libya that allows its citizens to determine their own destiny.?

?In that effort,? he added, ?the United States will be a friend and a partner.?

That could be difficult long-term partnership, analysts said. Unlike Egypt or Tunisia, which had established institutions to smooth the transition from long-time dictators, Colonel Qaddafi?s ?revolution? ? essentially a four-decade-long cult of personality ? has left little for a new government to build on.

?They are basically starting from scratch,? said Steven A. Cook, a senior fellow for Middle Eastern studies at the Council on Foreign Relations. ?Now will really be the test for the United States, because there are a lot of centrifugal forces that could pull this apart.?

Republicans who had criticized Mr. Obama?s handling of Libya, including the presidential candidates Mitt Romney and Jon M. Huntsman Jr., were more muted on Monday, with Mr. Romney shifting attention from the military campaign to the need to extradite those behind the 1988 bombing of Pan Am Flight 103.

While the president?s tone was determinedly not triumphal, his aides insisted that the weekend?s events had vindicated his strategy ? heading off mass killings in the eastern city of Benghazi, marshaling a broad coalition to press Colonel Qaddafi, giving the Libyan opposition time to take root and plan a transition, and, above all, limiting American involvement.

?All of this was done without putting a single U.S. troop on the ground,? Mr. Obama noted.

Even now, though, he appeared less personally invested in Libya than he has in other big issues. Though he spoke to his National Security Council and to Prime Minister David Cameron of Britain before his remarks, he went right back to his vacation, playing basketball with aides. (Mr. Cameron canceled his holiday to hold meetings in London.)

At first, the president?s wary approach seemed to satisfy no one ? hawks in Congress who called for boots on the ground, doves who demanded a pullout and foreign policy experts who warned of a quagmire. Those doubts only deepened as the NATO military campaign that Mr. Obama had suggested would last weeks dragged into months.

On Monday, administration officials argued that six months was not long in the context of Colonel Qaddafi?s 42-year reign, and that the coalition was critically important in sustaining pressure on him.

?This was a unique operation in that the U.S. wasn?t left to bear the bulk of the burden itself,? said Benjamin J. Rhodes, a deputy national security adviser. ?The burden was spread effectively wide that we were more than able to sustain the pressure for six months, and frankly, would have been able to for many more months to come.?

For all that, Mr. Obama seems unlikely to get much political payoff from the events in Libya. Part of the reason stems from his multilateral approach ? very different, for example, from the commando raid he ordered on Osama bin Laden. That gave him a measurable bounce in the polls, though it, too, proved fleeting as anxieties about the economy crept back.

Nor is it likely to improve his relations with Republicans in Congress. Many still recall the rancorous dispute over Mr. Obama?s decision not to seek Congressional authorization for the air campaign ? a decision that some administration advisers regret, and one that led the House to reject a measure authorizing the mission.

Two Republican hawks ? Senators John McCain of Arizona and Lindsey Graham of South Carolina ? said Mr. Obama did not deserve credit because the operation had taken too long. They attributed that ?to the failure of the United States to employ the full weight of our airpower.?

On Monday, those who supported the campaign ? largely Democrats ? offered tempered encouragement, urging the United States to step up its involvement in Libya. But several Democrats also called for the focus to turn to Pam Am Flight 103.

?The release of al-Megrahi was a total miscarriage of justice,? said Senator Kirsten Gillibrand of New York, referring to Abdel Baset Ali al-Megrahi, one of the convicted masterminds of the bombing, who was released by Britain and returned to Libya.

?Seeing him participate in good health at a pro-Qaddafi rally recently was another slap in the face not just for the families of the Lockerbie victims, but for all Americans,? she said.

Mr. Obama paid homage to those victims, as well as other Americans who had been killed by Libyan-sponsored terrorism. That subtly reinforced another point: on this president?s watch, another violent strongman who vexed Washington for many years was gone.

While officials said they did not expect that to help the president in the polls especially, it could help him counter a narrative that often dogs Democratic presidents in elections.

?It helps lock in and solidify the idea that he?s the guy who keeps us safe,? one senior official said. ?Reagan targeted Qaddafi; George W. Bush targeted Bin Laden; Obama has done both.?

The Guardian brought SeedCamp to my attention the other day, which is like a European KickStarter for entrepreneurs. Lord Sir Alan Sugar would be proud.

The idea is that small startup companies with big ideas can pitch to SeedCamp and get the funding they need to develop or launch their product or service. Or, In SeedCamp?s own words, ?Seedcamp is an early-stage micro seed investment fund and mentoring programme? For the winning companies of any event where we choose to make an investment, Seedcamp?s standard investment is: ?50,000 for 8-10% per cent of the company.?

What caught my eye the most were some of the Guardian?s top 20 picks, which look genuinely fun, useful or some combination thereof. Here are my picks of their picks:

Crowd is in private beta, but is a photo sharing service where users can share images in real-time, allowing people to experience other locations via geo-tagged image taken there.

EnergyBob is just a placeholder URL for the company that aims to make energy metering smarter. The EnergyBob server ?talks to Google's Latitude's API to determine when you're on your way home, and when the heating needs to come on? for example. The appliance is set to cost ?99 for installation and ?9 a month thereafter.

CityMapper is a service that connects the various and many ways to travel around London into one map-driven interface. CityMapper integrates everything from the Tube and buses to the Boris bikes and just walking into one application; it also tells you how much you?ll pay for your journey, or how many calories you?ll burn off. You can use the service now.

Myows stands for ?My Original Works? and is a way to share and distribute your creative work while maintaining control over it. Users store their copyrighted material (which can be images, video, music, artwork or whatever) with Myows, which allows the copyright holder to prove ownership, manage their rights and chase copyright infringements. ?[i] Myows is already storing 18,000 registered works and has solved 72 infringement cases.[i]?

opensignalmaps is a simple idea: overlay the strength of mobile reception on a map. You can select your operator and what level of network you?re looking for (ie, just 3G reception). You can use the service now, and it might come in handy for holidays in remote locations.

Travelstormer might come in handy if you?re arranging a trip with friends, as it helps organise a bunch of people?s travel needs. Once you?ve ?brainstormed? the best plan, you crowdsource travel tips from other Travelstormer users before finalising your plans.

TouchPad fire sale continues, industry responds to HP's news

HP has been the subject of many headlines over the last few days as folks attempt to unravel the many questions surrounding the mega-vendor's decision to halt its webOS projects and potentially exit the PC market. The former initiative is well underway as HP immediately began dumping its existing TouchPad supply, offering the 16GB and 32GB tablets for only $99 and $149. The fire sale will continue this week via retailers and, if nothing else, has allowed the previously ill-received device to enjoy a moment in the spotlight.

According to Amazon's statistics, the 16GB iteration has become the e-tailer's top selling electronic, followed by the 32GB unit. Unfortunately, finding the deeply discounted units has become extremely difficult and Amazon itself doesn't seem to be offering any devices. Instead, various third-party merchants -- who presumably purchased the discounted tablets in bulk -- are reselling the Touchpad with a markup. The 16GB model is fetching $229.99 all the way north of $400, while the 32GB device starts at $399 with free shipping.

The decision to terminate its mobile ventures will reportedly have a strong impact on HP's Taiwanese hardware production partners. According to inside sources cited by DigiTimes, the company's webOS partners will clear existing inventories and plan to cease sales as soon as possible. HP's upcoming webOS smartphones were being produced by Foxconn and Compal Communications, while the TouchPad was being assembled by Invetec. All three outfits will be forced to adjust their production lines in light of recent events.

Although the move is still undecided, some analysts are concerned about the consequences of HP departing from the PC business. For instance, it's suggested that Samsung is the most likely to acquire HP's PC business because other players lack the funds and supposedly have conflicting strategies. HP's PC business accounted for $40.7 billion in revenue in the last fiscal year, so it surely won't be easy to sell. A Samsung acquisition would affect the supply chain as the manufacturer tends to produce things in-house.

Again, HP hasn't confirmed that it will exit the PC market, only that it's contemplating the possibility. That said, such a large, publicly traded brand simply wouldn't announce something of that magnitude if it didn't already have a battle plan. Following only one day after the announcement, HP's stock price sank by 20%. Regardless of its true intentions, Michael Dell has seized the opportunity to sling some mud at his longtime adversary in a four-day escapade on Twitter. HP has responded to at least one of Dell's jabs.

Microsoft offers free phones and training to webOS devs

Hot on the heels of HP's decision to scrap work on webOS devices, Microsoft is taking the opportunity to get some stranded webOS developers interested in its platform by giving them "what they need to be successful." The company's Windows Phone 7 director Brandon Watson tweeted on Friday that phones, dev tools, and training would be made available to "any published webOS devs" willing to make the switch.

Unsurprisingly, his inbox is being bombarded right now as thousands of developers are taking him up on the offer. "Thank you so much for reaching out to the Windows Phone team to signal your interest in bringing your talents to our platform. To be honest, we didn't expect this level of response, so we were caught a bit flatfooted,? a message sent to developers reads. "We are psyched to have you aboard and to see what your imagination can do on the Windows Phone canvas."

This isn?t the first time Watson has gone out on a limb to promote his platform with the developer crowd. In the past similar offers have been extended to high-profile developers, including iPhone and PS3 jailbreaker George "geohot" Hot. He has also publicly offered free hardware to celebrities frustrated with their iPhone or Android device, and even shared his personal cell number on Twitter to field questions about the development process.

Currently, Windows Phone 7 has nearly 30,000 apps in its marketplace. That's a tiny figure compared to iOS or Android but it's growing at a steady pace as Microsoft is doing a good job attracting developers -- which is critical to WP7's success. The platform is still struggling with sales, but it seems clear that Microsoft is in this for the long haul.

The news that Elder Scrolls V: Skyrim will definitely use Steamworks rather than Games For Windows Live has shot around the Internet today, but (and with the greatest of respect to those reporting the story) it doesn?t appear as if Skyrim was ever going to use GFWL.

That hasn?t stopped the rumour of GFWL rubbishness afflicting the next Scrolls Elder Scrolls game (that is confusing, isn?t it?), resulting in the Elder Scrolls Twitter stating that ?We can confirm today that we're using Steamworks for Skyrim?

The confusion came from the promotion picture for Skyrim, where the PC version was placed behind the Xbox 360 and PS3 boxes. The Games For Windows logo was showing and many people worried that the word ?Live? might be on the end. However, the Games For Windows logo features on a lot of game boxes and merely means? actually, I?m not sure what it means, or guarantees and implies. That the game doesn?t run on Linux and Mac?


Anyway, the point is, this logo is harmless and does not mean you have to use GFWL. Moreover, the Games for Windows Live logo is larger, with the Live bit underneath the word Games. It?s easy to spot, and therefore avoid when possible, as these images show:


Quite why Microsoft insists on such stringent online authentication and activation procedures on the PC and is so much more relaxed on the Xbox 360 is beyond me ? piracy is as much of a problem on console as on PC and yet it?s PC gamers that have to suffer the counter-measures. Anyhoo, hope the above helps when you?re out shopping, or looking at future cross-platform release photography!
